HUD Affirmative Fair Housing Marketing Plan Sample
The Fair Housing Act (FHA) prohibits discrimination in housing based on race, color, religion, sex, familial status, national origin, and disability. The U.S. Department of Housing and Urban Development (HUD) requires all recipients of federal housing assistance to develop and implement an Affirmative Fair Housing Marketing (AFHM) Plan.
An AFHM Plan is a roadmap for how a housing provider will reach out to and market its housing to people from all protected classes. The plan must include:
- A statement of the housing provider's commitment to fair housing.
- An analysis of the housing market and the needs of the community.
- A description of the marketing activities that the housing provider will undertake.
- A monitoring and evaluation plan to track the progress of the AFHM Plan.
HUD has developed a sample AFHM Plan that can be used as a starting point for housing providers. The sample plan includes all of the required elements and provides guidance on how to develop each section.

- Create a plan that is tailored to their specific needs.
- Demonstrate their commitment to fair housing.
